UNFCCC Publishes Scenario Note for AWG-LCA 14 Panama Session

In the AWG-LCA 14 scenario note for Panama, the AWG-LCA Chair indicates that the challenge will be to find the common ground among the position of parties and to develop these into draft decisions for adoption by the Conference of the Parties (COP).

UNFCCC13 September 2011: The UNFCCC Secretariat has published the scenario note for the third part of the 14th session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA), which will be held from 1-7 October 2011, in Panama City, Panama.

In the note, the AWG-LCA Chair indicates that the challenge will be to find the common ground among the position of parties and to develop these into draft decisions for adoption by the Conference of the Parties (COP). In-depth work required indentified by the facilitators includes the following: guidelines for biennial reports for mitigation by developed country parties; economy-wide emission reduction targets to be implemented by developed country parties; modalities and procedures for international assessment and review; guidelines for biennial update reports for developing country parties; modalities for the provision of support for the preparation of biennial update reports from developing country parties; measurement, reporting and verification (MRV) of support; nationally appropriate mitigation actions (NAMAs) to be implemented by developing country parties; the registry; facilitation of support for the preparation and implementation of NAMAs by developing country parties; modalities and procedures for international consultation and analysis; potential functions and relationship to other issues in the negotiations of proposed market-based and non-market-based mechanisms; medium- and long-term finance; Standing Committee; elements that would enable the Technology Mechanism to become fully operational in 2012, in particular the procedure to select the host, governance and funding arrangements for the Climate Technology Centre and Network; capacity building under various thematic areas under the AWG-LCA and in existing and newly established bodies under the Convention; and a technical briefing on information in the forthcoming Intergovernmental Panel on Climate Change (IPCC) Fifth Assessment Report that may be of relevance for the review and the timing/availability of this information.
