UNFCCC Publishes Romania’s Fifth National Communication

The expert review team (ERT) notes that Romania's NC5 complies broadly with the UNFCCC reporting guidelines and commends Romania for its improved reporting.

However, it underlines that the NC5 does not include some of the information required by the UNFCCC reporting guidelines, and formulates some recommendations relating to the completeness and transparency of Romania's reporting under the Convention and Protocol.

UNFCCC3 January 2012: The UNFCCC Secretariat has published the fifth National Communication (NC5) of Romania (FCCC/IDR.5/ROU). Annex I Parties were requested, in accordance with decision 10/CP.13, to submit their NC5 to the Secretariat by 1 January 2010. This report presents the results of the in-depth review of Romania’s NC5 conducted by an expert review team (ERT) in accordance with the relevant provisions of the Convention and the Kyoto Protocol.

The ERT notes that Romania’s NC5 complies broadly with the UNFCCC reporting guidelines and commends Romania for its improved reporting. The NC5 covers all sections required by the UNFCCC reporting guidelines and most of the supplementary information required under Article 7. 2 of the Kyoto Protocol.

However, the ERT underlines that the NC5 does not include some of the information required by the UNFCCC reporting guidelines on polices and measures (PaMs), projections of greenhouse gas (GHG) emissions, vulnerability assessment, climate change impacts and adaptation measures, and research and systematic observation. The ERT recommends that Romania enhance the completeness of its reporting by providing this information in its next national communication.

The ERT formulates several recommendations relating to the completeness and transparency of Romania’s reporting under the Convention and Protocol. The key recommendations are that Romania, in its next national communication: improve the consistency between in the information presented in the GHG inventory and in the PaMs and projections of its national communication; report on new developments with regard to national targets currently under revision; provide further information on the policymaking process, including on the interactions between ministries and the role of the public and NGOs; and provide further detail on the implemented adaptation measures.
