UNFCCC Publishes Poland’s GHG Inventory Review Report

A report of the centralized review of the 2011 annual submission of Poland (FCCC/ARR/2011/POL) was released by the UNFCCC Secretariat.

It highlights that total greenhouse gas (GHG) emissions in Poland decreased by 32.1 % between 1988 and 2009.

It also contains recommendations by the Expert Review Team (ERT) for reporting improvement, including on data collection, reporting format and methodological issues.

12 June 2012: The UNFCCC Secretariat has released the report of the centralized review of the 2011 annual submission of Poland (FCCC/ARR/2011/POL), which shows that total greenhouse gas (GHG) emissions decreased by 32.1 % between 1988 and 2009.

The Expert Review Team (ERT) that conducted the centralized review concludes that Poland’s inventory submission was prepared and reported generally in accordance with the UNFCCC reporting guidelines, and provided suggestions for reporting improvement on cross-cutting issues. It also finds that the inventory submission, common reporting format (CRF) tables and national inventory report were generally complete. The ERT highlights, however, that Poland has not reported certain information, such as emissions from coal-mining activities under the energy sector and some categories under activities related to land use, land-use change and forestry (LULUCF).

The ERT identifies cross-cutting issues for improvement, inter alia: overall enhancement of transparency of the information reported, specially on the rationale for the choices of country-specific methods; complementing the key category analysis with a qualitative assessment according to the Intergovernmental Panel on Climate Change (IPCC) good practice guidance; and implementing the recommendations from previous review reports or providing an explanation as to why the recommendations have not been put in practice. The ERT also formulates several recommendations relating to methodological improvements and collection of activity data.
