UNFCCC Publishes Note on Arrangements for Intergovernmental Meetings

The UNFCCC Secretariat has published a note on arrangements for intergovernmental meetings (FCCC/SBI/2014/6), which addresses, inter alia: the 20th session of the Conference of the Parties (COP 20); the 10th session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 10); and future sessional periods.

UNFCCC27 March 2014: The UNFCCC Secretariat has published a note on arrangements for intergovernmental meetings (FCCC/SBI/2014/6), which addresses, inter alia: the 20th session of the Conference of the Parties (COP 20); the 10th session of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 10); and future sessional periods.

In the note, the Secretariat invites the Subsidiary Body for Implementation (SBI) to provide advice or recommendations to the COP and CMP on these matters. The note outlines the preparations being made for the Lima Climate Conference and the proposed organization of the Conference, as well as possible elements of the provisional agendas of the different bodies meeting during the Conference, which are contained in annexes to the note.

On future sessional periods of the COP and CMP, the note highlights that the COP accepted the offer of the Government of France to host COP 21 and CMP 11, and that the Government of Senegal has offered to host COP 22 and CMP 12. Noting that in keeping with the principle of rotation among regional groups, the President of COP 23 and CMP 13 would come from the Asia-Pacific States, the document further states that the SBI may wish to encourage these States to present an offer to host the sessions by SBI 40.

The note also includes information on the 2019 sessional periods, and organization of the intergovernmental process, including the engagement of observer organizations. On possible improvements to the intergovernmental process, it outlines possible improvements relating to, among other things: the frequency and timing of COP and CMP sessions; timely closing of conferences; timing of the election of the COP President; development of coherent and relevant provisional agendas; and the work of the subsidiary bodies and the implications for meeting time in the light of the implementation in 2014 of the measurement, reporting and verification process.
