8 March 2013: The UNFCCC Secretariat has released the report of the centralized review of the 2012 annual submission of Lithuania (FCCC/ARR/2012/LTU), which found that Lithuania’s total greenhouse gas (GHG) emissions increased by 56.9% between 1990 and 2010.

The Expert Review Team (ERT) that conducted the centralized review concluded that Lithuania’s inventory submission was prepared in compliance with the UNFCCC reporting guidelines. It also concluded that the inventory submission, the common reporting format (CRF) tables and the national inventory report (NIR) were generally complete, although certain information and certain years, were not considered complete. The ERT found the reporting to be generally in line with the IPCC Guidelines, but that transparency and consistency of the information could be improved.

The ERT identified cross-cutting issues for improvement, including on using a key category analysis to improve development of the inventory and performing uncertainty analyses for each category, combining all gases. The ERT further formulated recommendations for improving information provided by, inter alia: increasing transparency of assumptions made; revising uncertainty values; and reporting all imported natural gas in the energy sector. The ERT also provided recommendations for the agriculture, industrial processes and land use sectors, as well as for land-use change and forestry (LULUCF).
