14 September 2011: The UNFCCC Secretariat has published the report (FCCC/ IDR.5/LVA) of the in-depth review of the fifth national communication (NC5) of Latvia. The Expert Review Team (ERT) notes that Latvia’s NC5 complies in general with the UNFCCC reporting guidelines. The NC5 covers all sections required by the UNFCCC reporting guidelines and most of the supplementary information under Article 7, paragraph 2, of the Kyoto Protocol, except for information on the minimization of adverse impacts under Article 2, paragraph 3, of the Kyoto Protocol and a description of the national legislative arrangements and administrative procedures that seek to ensure that the implementation of activities under Article 3, paragraph 3, and any elected activities under Article 3, paragraph 4, of the Kyoto Protocol also contributes to the conservation of biodiversity and the sustainable use of natural resources. The NC5 does not include some information required by the UNFCCC reporting guidelines, including: how Latvia believes its policies and measures (PaMs) are modifying longer-term trends in anthropogenic GHG emissions and removals; the total estimated and expected effects of PaMs; and emission projections related to fuel sold to ships and aircraft engaged in international transport. The ERT recommends that Latvia enhance the completeness of its reporting by providing the missing information in its next national communication.
