UNFCCC Publishes Kazakhstan’s GHG Inventory Review Report

The UNFCCC Secretariat has released the report of the centralized review of the 2012 annual submission of Kazahkstan (FCCC/ARR/2012/KAZ) that indicates that greenhouse gas (GHG) emissions for this country decreased by 27% between 1990 and 2010.

It also states that, for 2010, the energy sector accounted for 82.2% of GHG emissions, the agriculture sector for 10.4% and the industrial processes sector for 5.5%.

11 April 2013: The UNFCCC Secretariat has released the report of the centralized review of the 2012 annual submission of Kazakhstan (FCCC/ARR/2012/KAZ) that indicates that greenhouse gas (GHG) emissions for this country decreased by 27% between 1990 and 2010. It also states that, for 2010, the energy sector accounted for 82.2% of GHG emissions, the agriculture sector for 10.4% and the industrial processes sector for 5.5%.

The Expert Review Team (ERT) that conducted the centralized review concludes that Kazakhstan’s inventory submission was prepared in accordance with the UNFCCC reporting guidelines. It also concludes that the inventory submission, the common reporting format (CRF) tables and the national inventory report (NIR) were complete in terms of years, as well as generally complete in terms of geographical coverage, sectors, categories and gases. However, the NIR does not cover all source and sink categories for the period 1990–2010. The ERT further concludes that Kazakhstan’s inventory is generally in line with the relevant IPCC Guidelines.

The ERT identifies the following cross-cutting issues for improvement: enhance timeliness in submitting the NIR by 15 April each year; estimate emissions in accordance with relevance IPCC Guidelines for the categories currently not estimated or not reported; provide estimates for emissions from land converted to settlements and international aviation and marine bunkers; and provide updates on the institutional arrangements for the inventory preparation.

The ERT further formulates recommendations for improving methodological approaches in estimating emissions for specific sectors, including for the energy, agriculture and land use, land-use change and forestry (LULUCF) sectors.
