8 November 2011: The UNFCCC Secretariat has published the submission by the Secretariat of the Global Terrestrial Observing System (GTOS) on progress in the development of methodologies, standards and protocols for climate-related terrestrial observations and related matters.

The submission was made in response to the request by the Subsidiary Body for Scientific and Technological Advice (SBSTA) that the GTOS report on: progress made in relation to the framework for climate-related terrestrial observations; the work plan on the development of standards and protocols for the terrestrial essential climate variables assessed; and matters related to, inter alia, development of terrestrial standards and improvements of terrestrial networks, and synergy with ongoing relevant initiatives. The submission contains an update about the status of the development of the proposals for a framework for climate-related terrestrial observations, and the work plan on the development of standards and protocols for the terrestrial Essential Climate Variables submitted by the GTOS at SBSTA 33. It also outlines the way forward with regard to the framework and work plan. Co-sponsors of the GTOS are the UN Food and Agriculture Organization (FAO), the UN Environment Programme (UNEP), the UN Educational, Scientific and Cultural Organization (UNESCO), the World Meteorological Organization (WMO) and ICSU.
