The Expert Review Team concludes that Italy's fifth national communication provides a good overview of national climate policy, with the exception of some items, including on polices and measures.
For Poland, the ERT concludes that its NC5 provides a good overview of national climate policy except for issues including emission projections related to fuel sold to ships and aircraft engaged in international transport.
5 August 2011: The UNFCCC Secretariat has published the reports of the in-depth review of the fifth national communications (NC5) of Italy (FCCC/IDR.5/ITA) and Poland (CC/ERT/2011/12). The reviews were conducted by teams of experts nominated from the UNFCCC roster of experts.
Regarding Italy, the Expert Review Team (ERT) concludes that the NC5 generally provides a good overview of the national climate policy of Italy. The information provided in the NC5 includes most of the mandatory information required by the UNFCCC reporting guidance and all elements of the supplementary information under Article 7 of the Kyoto Protocol, with the exception of: summary tables on policies and measures (PaMs) by sector for some of the sectors, such as agriculture and industrial processes; information on how Italy believes its PaMs are modifying longer-term trends in anthropogenic GHG emissions and removals; the total effect of implemented and adopted PaMs; emission projections related to fuel sold to ships and aircraft engaged in international transport; information on the distinction between activities undertaken by the public sector and those undertaken by the private sector; and activities for financing access by developing countries to ‘hard’ and ‘soft’ environmentally sound technologies. During the review, Italy provided additional information on the above elements. The ERT also concludes that information provided in the NC5 is broadly transparent. However, the ERT noted with great concern the delay in the submission of the NC5.
Regarding Poland, the ERT concludes that the NC5 generally provides a good overview of the national climate policy of Poland. The information provided in the NC5 includes most mandatory information under the UNFCCC reporting guidelines, except for: the mitigation effects of PaMs; emission projections related to fuel sold to ships and aircraft engaged in international transport; the total effect of PaMs; and capacity-building in developing countries for research and systematic observation. It also includes most of the elements of the supplementary information under Article 7 of the Kyoto Protocol, except for information on: the national system; the national registry; steps taken to promote and/or implement any decisions by the International Civil Aviation Organization (ICAO) and the International Maritime Organization (IMO) in order to limit or reduce emissions of greenhouse gases (GHGs) not controlled by the Montreal Protocol from aviation and marine bunker fuels; the minimization of the adverse effects of PaMs under Article 2 of the Kyoto Protocol; and a description of national legislative arrangements and administrative procedures that seek to ensure that the implementation of activities under Article 3, paragraphs 3 and 4, of the Kyoto Protocol also contributes to the conservation of biodiversity and the sustainable use of natural resources. During the review, Poland provided the additional missing information.
