UNFCCC Publishes Documents on LULUCF, Adaptation, Response Measures Ahead of Warsaw

The UN Framework Convention on Climate Change (UNFCCC) Secretariat has released six documents for consideration by parties at the upcoming meeting of the UNFCCC's Subsidiary Bodies, to be held in Warsaw, Poland, from 11-16 November 2013.

UNFCCC16 October 2013: The UN Framework Convention on Climate Change (UNFCCC) Secretariat has released six documents for consideration by parties at the upcoming meeting of the UNFCCC’s Subsidiary Bodies, to be held in Warsaw, Poland, from 11-16 November 2013.

Three of the released documents will be considered by the 39th session of the Subsidiary Body for Scientific and Technological Advice (SBSTA 39). A miscellaneous document contains views from China, the EU, Nepal, for the Least Developed Countries (LDCs), and the Russian Federation on modalities and procedures for applying the concept of land use, land-use change and forestry (LULUCF) additionality (FCCC/SBSTA/2013/MISC.19). Another contains the views from Chile and China on possible additional LULUCF activities and specific alternative approaches to addressing the risk of non-permanence under the Clean Development Mechanism (CDM) (FCCC/SBSTA/2013/MISC.18). The third SBSTA document was prepared by the Secretariat on progress under the Nairobi work programme on impacts, vulnerability and adaptation to climate change (FCCC/SBSTA/2013/INF.6).

Documents released for consideration by the 39th session of the Subsidiary Body for Implementation (SBI 39) include a report on the expert meeting to consider future needs, including capacity needs associated with possible approaches to address slow onset events (FCCC/SBI/2013/INF.14); and a report on the in-forum workshop on ‘Just transition of the workforce, and the creation of decent work and quality jobs’ (area g) of the work programme on the impact of the implementation of response measures, held in Bonn, Germany, on 5 June 2013 (FCCC/SB/2013/INF.10). In addition, SBI will also consider a miscellaneous document containing views from Brazil, Chile, Colombia, Costa Rica, Guatemala, Panama, Peru, Switzerland, Thailand and Uruguay, as included in an addendum to a miscellaneous document on the current state of scientific knowledge on how to enhance the adaptation of agriculture to climate change impacts while promoting rural development, sustainable development and productivity of agricultural systems and food security in all countries, particularly in developing countries (FCCC/SBSTA/2013/MISC.17/Add.1).
