8 April 2013: The UNFCCC Secretariat has released the report of the centralized review of the 2012 annual submission of Croatia (FCCC/ARR/2012/HRV), which indicates that total greenhouse gas (GHG) emissions of this country decreased by 9,4% between 1990 and 2010.

The Expert Review Team (ERT) that conducted the centralized review concludes that Croatia’s inventory submission was prepared generally in compliance with the UNFCCC reporting guidelines. It finds that the inventory submission, the common reporting format (CRF) tables and the national inventory report (NIR) are complete in terms of geographical coverage, years and sectors, as well as generally complete in terms of categories and gases. However, the inventory for the land, land-use change and forestry (LULUCF) sector remains incomplete.

The ERT further notes that Croatia’s inventory is generally in line with the relevant IPPC Guidelines. However, certain methodologies for key categories needs to be adopted, as well as country-specific emission factors have to be used, particularly for, inter alia, combustion, the agriculture sector, and the LULUCF sector.

The ERT identifies the following cross-cutting issues for improvement: supply estimates for all LULUCF categories and pools; include explanations in the NIR of how the key category analysis is used to drive the improvement of the inventory; provide information in the NIR on how Croatia uses the uncertainty analysis in the prioritization of future inventory improvements; and improve time-series consistency. The ERT further formulates recommendations for improving methodological approaches in estimating emissions for specific sectors, including for the agriculture, LULUCF, energy and industrial processes sectors.
