4 January 2010: The UNFCCC Secretariat has published the report (FCCC/ARR/2010/BLR) of the review of the annual inventory submission of Belarus.

The report indicates that the Expert Review Team (ERT) finds the greenhouse gas (GHG) inventory submission of Belarus to be generally complete in terms of geographical coverage, years and sectors, but not complete in terms of categories and gases. The inventory is generally in line with the UNFCCC reporting guidelines, the Revised 1996 Intergovernmental Panel on Climate Change (IPCC) Guidelines, the IPCC good practice guidance and the IPCC good practice guidance for Land Use, Land-Use Change and Forestry (LULUCF). However, the ERT notes that lower tiers and default emission factors (EFs) are applied for most key categories. Some EFs applied are taken from the Revised 1996 IPCC Guidelines although updated values are provided in the IPCC good practice guidance. The ERT further notes that, in its 2010 submission, Belarus undertook a number of recalculations, particularly in the industrial processes, agriculture and LULUCF sectors to take into account recommendations of the previous review report and correct mistakes. The ERT commends Belarus for the efforts made.

The ERT recommends that Belarus improve descriptions of institutional arrangements and quality assurance/quality control procedures, including the independent review reports and the results of their implementation in the national inventory report. The ERT also recommends that Belarus should include, in its next inventory submission, emissions for categories currently reported as not estimated “NE” and for which methods are provided in the Revised 1996 IPCC Guidelines, the IPCC good practice guidance and/or the IPCC good practice guidance for LULUCF.
