11 February 2010: The UNFCCC Secretariat has published work (FCCC/CP/2010/2) undertaken by the Conference of the Parties at its 15th session (COP 15) on the basis of the report of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA).

The document contains the texts as considered and modified by the drafting groups established by the contact group on long-term cooperation to work on specific draft decisions or parts thereof. Each drafting group worked independently and achieved a different level of progress. The contact group on long-term cooperative action did not conclude its work or report back to a plenary meeting of the COP. The work of the drafting groups was of an informal nature and the texts contained in the document have no formal standing and have been reproduced so as to be available to parties in the continued efforts of the AWG-LCA to reach agreement on outstanding issues. The AWG-LCA is invited to consider the texts contained in the annexes and appendix along with the texts contained in the annexes to the meeting report of AWG-LCA 8 (FCCC/AWGLCA/2009/17) as it continues its work, with a view to presenting the results of its work to COP 16.
The document contains an annex and an appendix. In the annex, the section under outcome of the work of the AWG-LCA includes: shared vision for long-term cooperative action; enhanced action on mitigation and its associated means of implementation; and policy approaches and measures to limit and reduce greenhouse gas (GHG) emissions from aviation and marine bunker fuels. Other sections touch upon: enhanced action on adaptation; enhanced action on the provision of financial resources and investment; enhanced action on technology development and transfer; policy approaches and positive incentives on issues relating to reducing emissions from deforestation and forest degradation in developing countries (REDD); the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries; economic and social consequences of response measures; various approaches, including opportunities for using markets, to enhance the cost-effectiveness of, and to promote, mitigation actions; and cooperative sectoral approaches and sector-specific actions in agriculture.
