UNFCCC Publishes AWG-LCA 12 Agenda and Scenario Note

The Ad Hoc Working Group on Long-term Cooperative Action under the Convention is invited to accelerate its efforts to resolve outstanding issues with a view to reaching agreement on an outcome to be presented to COP 16.

20 September 2010: The UNFCCC Secretariat has published the provisional agenda (FCCC/AWGLCA/2010/12) and the scenario note (FCCC/AWGLCA/2010/13) for the 12th session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA 12).

This session will be held in conjunction with the 14th session of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP 14), in Tianjin, China, from 4-9 October 2010. The agenda includes the preparation of an outcome to be presented to the 16th session of the Conference of the Parties (COP) for adoption to enable the full, effective and sustained implementation of the Convention through long-term cooperative action now, up to and beyond 2012. The agenda also indicates that the Working Group will be invited to accelerate its efforts to resolve outstanding issues with a view to reaching agreement on an outcome to be presented to COP 16.

In the scenario note, the AWG-LCA Chair proposes that the Group should work towards presenting a balanced set of draft decisions to COP 16. The note also indicates that the Chair will consult informally with negotiating groups during this session, in coordination with the Presidency of COP 16, on the elements of the outcome. Annex I of the scenario note consists of an analysis undertaken by the Chair of the issues in the negotiating text. In a number of cases, suggestions have been made by the AWG-LCA Chair on how negotiations at the AWG-LCA 12 could be advanced to help parties embark on negotiations.
