UNFCCC Outlines COP 22 Organizational Scenario

In preparation for the 44th session of the Subsidiary Body for Implementation (SBI), the UNFCCC Secretariat has published a note (FCCC/SBI/2016/2) containing an organizational scenario and possible elements for the provisional agendas of the 22nd session of the Conference of the Parties to the UNFCCC (COP 22) and the 12th session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP 12).

UNFCCC14 March 2016: In preparation for the 44th session of the Subsidiary Body for Implementation (SBI), the UNFCCC Secretariat has published a note (FCCC/SBI/2016/2) containing an organizational scenario and possible elements for the provisional agendas of the 22nd session of the Conference of the Parties to the UNFCCC (COP 22) and the 12th session of the Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol (CMP 12).

The document also covers future sessional periods, noting that entry into force of the Paris Agreement should be taken into account when planning for future sessions, as the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA) will also begin convening following entry into force. The note seeks guidance from the SBI on dates for the sessional periods in 2021 for adoption at COP 22.

In addition, the note also considers implications of shifting from an annual to a biennial cycle of COP and CMP sessions, including budgetary, process and substantive considerations. A final section relays information on participation of observer organizations in the process, updating Parties on the implementation of conclusions adopted at SBI 34.

The note will be considered at SBI 44, to be held from 16-26 May 2016, in Bonn, Germany, under its agenda item on arrangements for intergovernmental meetings. COP 22 will take place from 7-18 November 2016, in Marrakesh, Morocco. [Arrangements for Intergovernmental Meetings]
