UNFCCC Issues Provisional Agendas for Katowice Climate Change Conference

The UNFCCC Secretariat has published provisional annotated agendas for the Katowice Climate Change Conference.

On 3 December, a high-level segment will convene to hear statements by Heads of State or Government in a joint COP-CMP-CMA plenary meeting.

The CMA will consider matters related to implementation of the Paris Agreement and outcomes of the PAWP.

12 October 2018: The UNFCCC Secretariat has published provisional agendas for the meetings that will convene during the Katowice Climate Change Conference. The Conference will include: the 24th session of the Conference of the Parties to the UNFCCC (COP 24); the 14th session of the COP serving as the meeting of the Parties to the Kyoto Protocol (CMP 14); and the third part of the first session of the COP serving as the Meeting of the Parties to the Paris Agreement (CMA 1-3), which is expected to consider the outcomes of the Paris Agreement Work Programme (PAWP) during the second week of the conference.

The 49th sessions of the Subsidiary Body for Implementation (SBI 49) and the Subsidiary Body for Scientific and Technological Advice (SBSTA 49) and the seventh part of the first session of the Ad Hoc Working Group on the Paris Agreement (APA 1-7) will also convene.

The COP is expected to address, inter alia: the Warsaw International Mechanism for Loss and Damage associated with Climate Change Impacts (WIM); matters related to finance; and gender and climate change. The CMP will address, among other issues, the status of ratification of the Doha Amendment to the Kyoto Protocol. The CMA will consider matters related to implementation of the Paris Agreement and PAWP outcomes. The SBI, SBSTA and APA will meet from 2-8 December, and forward unresolved issues to the COP, CMP or CMA, as necessary, for consideration during the second week of the conference. The SBI will address, inter alia, development of modalities and procedures for the nationally determined communications (NDCs) and adaptation communication public registries. The SBSTA will address, among other things: matters related to Article 6 of the Paris Agreement (cooperative approaches); modalities for the accounting of financial resources provided and mobilized through public interventions to help developing countries implement the Agreement; the Local Communities and Indigenous Peoples Platform; the Koronivia joint work on agriculture; and the impacts of the implementation of response measures. The APA will address, inter alia: features of NDCs, and information to facilitate their clarity, transparency and understanding; further guidance in relation to the adaptation communication; modalities, procedures and guidelines for the transparency framework for action and support; matters related to the global stocktake (GST); modalities and procedures for the effective operation of the compliance committee referred to in the Paris Agreement; and taking stock of progress made by the subsidiary and constituted bodies in relation to their mandated work under the Paris Agreement. The UN Climate Change Conference will convene in Katowice, Poland, from 2-14 December 2018. On 3 December, a high-level segment (HLS) will convene to hear statements by Heads of State or Government in a joint COP-CMP-CMA plenary meeting. A joint plenary of all six bodies will follow to hear short statements from groups of Parties and observer organizations. The high-level segment will resume during the second week to hear remaining statements.
