25 March 2009: The UNFCCC Expert Meeting on Methodological Issues Relating to Reference Emission Levels and Reference Levels took place from 23-24 March 2009, in Bonn, Germany, as part of the UNFCCC’s Subsidiary Body on Scientific and Technological Advice’s programme of work on methodological issues.

The meeting brought together over 40 participants who considered: referencing emission levels for deforestation and forest degradation; and the role and contribution of conservation, sustainable forest management, changes in forest cover and associated carbon stocks to enhance action on mitigation of climate change and to the consideration of reference levels. The discussions on reducing emissions from deforestation and forest degradation (REDD) highlighted the difficulties of establishing baseline emission references, and the differences in the treatment of reduced deforestation, forest degradation and conservation.
