UNFCCC Compiles Overlaps and Duplication in Draft Climate Agreement

The UNFCCC Secretariat has released an informal note (FCCC/ADP/2015/1) presenting a table of the overlaps and duplication in the negotiating text that will serve as the basis for negotiations on a 2015 global climate change agreement.

The Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) agreed to the negotiating text at the eighth part of its second session (ADP 2-8) in February 2015.

The ADP will continue its work based on the text when it meets again in June 2015.

UNFCCC9 April 2015: The UNFCCC Secretariat has released an informal note (FCCC/ADP/2015/1) presenting a table of the overlaps and duplication in the negotiating text that will serve as the basis for negotiations on a 2015 global climate change agreement. The Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP) agreed to the negotiating text at the eighth part of its second session (ADP 2-8) in February 2015. The ADP will continue its work based on the text when it meets again in June 2015.

The text currently contains all proposals put forward by parties during the 20th session of the Conference of the Parties (COP 20) to the UNFCCC and ADP 2-8. Based on suggestions received from parties at ADP 2-8, the Co-Chairs of the ADP, Ahmed Djoghlaf (Algeria) and Daniel Reifsnyder (US), requested that the Secretariat identify identical language within a paragraph or subparagraph, as well as language or portions of text that are nearly identical among paragraphs or subparagraphs.

The table, which spans 13 pages, will be used by parties in their efforts to streamline the text in preparation for COP 21 in December 2015 in Paris, France, where the 2015 agreement is expected to be adopted. [ADP.2015.2.InformalNote: Overlaps and Duplication in the Negotiating Text]
