UNFCCC Adaptation Committee Kicks-off Work Plan Implementation

At its second meeting, the Adaptation Committee (AC) elaborated next steps in the implementation of its three-year work plan agreed at the 18th session of the Conference of the Parties (COP 18) to the UNFCCC, held in Doha, Qatar, in 2012.

On the possible establishment of an annual adaptation forum, a breakout group suggested holding the Forum in 2013 at the next COP, and that possible topics could include comparative examination of extreme event vulnerability and resilient response, and good examples of adaptation.

UNFCCCApril 2013: At its second meeting, the Adaptation Committee (AC) elaborated next steps in the implementation of its three-year work plan agreed at the 18th session of the Conference of the Parties (COP 18) to the UNFCCC, held in Doha, Qatar, in 2012.

During the meeting, which was held from 5-8 March 2013, in Bonn, Germany, the AC addressed, inter alia: key issues for the implementation of the AC’s three-year work plan; the possible establishment of an annual adaptation forum; the AC’s potential submission of views on long-term finance; and arrangements for future meetings. Some issues were addressed in breakout group sessions and then presented to the plenary for further discussion by the AC.

On promoting synergies on adaptation and reduction of duplication of actions, the AC considered relevant documents prepared by the Secretariat (AC/2013/2 and AC/2013/3). After a general exchange of views, the breakout group suggested identifying a small group of AC members to, over the intersessional period, identify further concrete proposals and recommendations. On the list of experts, the breakout group shared views on the draft selection criteria for adaptation experts and the nature of the experts to be listed. It recommended that the plenary take the next step to finalize the criteria after defining the purpose of such a list.

The AC also considered the Terms of Reference (ToR) for the establishment of an ad hoc group to work on modalities and guidelines for National Adaptation Plans (NAPs) for non-Least Developed Countries (LDC). A breakout group discussed, inter alia, the identification of tasks for the group, including the preparation of a report containing recommendations for the AC.
