UNEP Launches Guidebook on Efficient Lighting

The UN Environment Programme (UNEP) launched a 'Guidebook for the Development of a Nationally Appropriate Mitigation Action (NAMA) on Efficient Lighting.' The publication was launched during the Warsaw Climate Change Conference.

unep-publication14 October 2014: The UN Environment Programme (UNEP) launched a ‘Guidebook for the Development of a Nationally Appropriate Mitigation Action (NAMA) on Efficient Lighting.’ The publication was launched during the Warsaw Climate Change Conference.

The Guidebook is aimed at providing a practical resource for governments (ministries of energy, environment, housing, climate change, finance, planning and others), private sector investors and civil society organizations in creating an efficient lighting NAMA based on a country-led, national efficient lighting strategy. The publication highlights that articulating a NAMA in developing countries for efficient lighting can facilitate communication with stakeholders, including citizens, the private sector, and national and international funders.

The Guidebook features chapters on: NAMAs, including reasons for developing efficient NAMAs; structuring a NAMA for efficient lighting, including how to develop a lighting strategy and financing elements; and Measuring, Reporting and Verifying (MRV). It also contains six Annexes containing, among others, procedures for data collection, case studies and existing programmes for NAMA readiness activities.

In particular, the publication provides specifics on how to develop a NAMA, using the UNEP en.lighten initiative’s ‘Achieving the Global Transition to Energy Efficient Lighting Toolkit’ and other tools. It underscores that, while the UN Framework Convention on Climate Change (UNFCC) has not adopted specific requirements for NAMAs, best practices and donor and investor due diligence requirements provide the grounds for building up NAMAs.
