UNEPNovember 2014: The UN Environment Programme (UNEP) Chemicals Branch published a newsletter about the Special Programme, adopted by the UN Environment Assembly (UNEA) in June 2014, to support institutional strengthening at the national level for implementation of the Basel, Rotterdam and Stockholm Conventions, the Minamata Convention, and the Strategic Approach to International Chemicals Management (SAICM). The Special Programme will receive applications for support directly from national governments.

The newsletter outlines the governance arrangements, calendar of implementation, and duration of the Special Programme, as well as planning of the Trust Fund, which is to be established before the end of 2014.

It notes that members of the Executive Board will be appointed by March 2015, when a first meeting of the Board is envisaged.

According to the newsletter, the Special Programme enables financial support to be provided to developing countries and countries with economies in transition, to enhance their sustainable institutional capacity to develop, adopt, monitor and enforce policy, legislation and regulation, and to gain access to financial and other resources for effective frameworks for the implementation of the BRS and Minamata Conventions, as well as SAICM.
