The second session of the Group of Experts on Global Energy Efficiency 21 (GEE21) discussed recent developments of the project, considered case studies of market formation for energy efficiency investments for climate change mitigation, and heard presentations by the focal points of the UN Regional Commissions on the current energy efficiency and climate change work programmes and activities in their regions with respect to capacity building, energy policy reforms and investment project finance.
29 April 2011: The second Session of the Group of Experts on Global Energy Efficiency 21 (GEE21), under the aegis of the UN Economic Commission for Europe (UNECE), met on 18 April 2011, in Geneva, Switzerland.
The Group of Experts is responsible for the implementation of the GEE21 Project, aimed at developing a systematic exchange of experience on capacity building, policy reforms and investment project finance among countries of the other regions of the world through the five UN Regional Commissions to promote self-financing energy efficiency improvements that raise economic productivity, diminish fuel poverty, and reduce environmental air pollution and greenhouse gas (GHG) emissions.
During the second session, the Group discussed recent developments of the project, considered case studies of market formation for energy efficiency investments for climate change mitigation, and heard presentations by the focal points of the UN Regional Commissions on the current energy efficiency and climate change work programmes and activities in their regions with respect to capacity building, energy policy reforms and investment project finance.
The Group discussed a draft global strategy for energy efficiency market formation, which aims to develop instruments to scale up energy efficiency investments in the regions with the recommendation of collaborative measures that UNECE and the other UN Regional Commissions can undertake on capacity building, policy reforms and investment project finance.
The Group of Experts also considered a programme and methods of work for its future activities, including: the development of a global network among the UN Regional Commissions, to develop capacities among governments, the private sector, financial institutions and civil society to promote energy efficiency market formation and self-financing energy efficiency improvements; and a periodic assessment of the regulatory frameworks in member States of the UN Regional Commissions to determine common priorities and synergies and the potential for strategies, policies and measures that encourage investments in energy efficiency and renewable energies.
