UN Secretary-General’s Report Makes Recommendations on Migration and Development

UN Secretary-General Ban Ki-moon has issued a report on international migration and development, recommending that the forthcoming High-Level Dialogue (HLD) on Migration and Development consider stronger human rights protection, inclusion of international migration in the post-2015 development agenda, and assistance to migrants stranded by conflicts and disasters.

United NationsJuly 2013: UN Secretary-General Ban Ki-moon has issued a report on international migration and development, recommending that the forthcoming High-Level Dialogue (HLD) on Migration and Development consider stronger human rights protection, inclusion of international migration in the post-2015 development agenda, and assistance to migrants stranded by conflicts and disasters.

The report, titled ‘International Migration and Development,’ provides an overview of progress since 2006, when the first HLD was organized. The second HLD is convening on 3-4 October 2013, in New York, US.

The report summarizes global migration trends, reviews international standards and norms, and considers the impact of migration on global development. It presents the benefits of migration for social and economic development in both sending and receiving countries, and proposes responses to some of its challenges.

In the report, the Secretary-General outlines an eight-point agenda: protecting the human rights of all migrants; reducing the costs of labor migration; eliminating migrant exploitation, including human trafficking; addressing the plight of stranded migrants; improving the public perception of migrants; integrating migration into the development agenda; strengthening the migration evidence base; and enhancing migration partnerships and cooperation, including through the UN system, the International Organization for Migration (IOM), the Global Forum on Migration and Development, regional consultative processes and diaspora organizations.
