unredd12 August 2016: A technical brief published by the UN-REDD Programme Safeguards Coordination Group presents the emerging common elements of country approaches to safeguards related to reducing emissions from deforestation and forest degradation, and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks (REDD+).

Noting that safeguards are a core component of the international framework for REDD+ agreed under the UN Framework Convention on Climate Change (UNFCCC), the ten-page brief provides an overview of the objectives of country approaches to safeguards and argues that such approaches provide a strategic opportunity to build on existing governance arrangements and processes, with potential benefits beyond REDD+.

The brief outlines what are safeguards and how they are applied to REDD+ and safeguard requirements under the UNFCCC. It then focuses on what is and how to develop a country approach to safeguards, including engaging stakeholders, defining safeguard goals and scope, and setting the objectives of, designing and operating a safeguard information system.

Annexes include the Cancun safeguards for REDD+, UNFCCC guidance on safeguard information systems, and UNFCCC guidance on summaries of information. [Publication: UN-REDD Technical Brief 2: Conceptual Framework for Country Approaches to Safeguards]
