António Guterres told the opening session of his agency’s governing Executive
Committee, which met in Geneva, Switzerland, from 2-6 October 2006, that
climate change, extreme poverty and conflict are increasingly inter-related,
leading to a surge in forced displacement rising and demands on the UNHCR.
He
added that an increasing number of people are “on the move… to look for greater
security and better opportunities” as a result of global warming and the greater
incidence of disasters. He explained that spending from the Agency’s
Operational Reserve on emergencies increased from $34 to over $87 million
between 2006 and 2007, is expected to be around $150 million for 2008, and
