June 2011: UN-Energy, together with the Global Sustainable Electricity Partnership (formerly the e8 network) of leading global electricity companies, met at the “Global Summit to Strengthen Public-Private Partnerships to Accelerate Global Electricity Technology Deployment” to discuss public-private partnership best practices to advance sustainable energy development.

The Summit, which took place on 2 June 2011 in New York, US, saw the launch of the report “Strengthening Public-Private Partnerships to Accelerate Global Electricity Technology Deployment: Recommendations from the Global Sustainable Electricity Partnership Survey.” Participants also signed a declaration on Strengthening Public Private Partnerships that aims to accelerate global clean electricity technology deployment, universal access to energy and the elimination of extreme poverty.

The report highlights the results of a survey of practitioners from the private, public and civil society sectors on policy and project traits that foster an attractive financial risk-reward atmosphere, and bring more low-carbon electricity projects to completion. Its recommendations include that countries should: establish formal national energy development plans and clearly defined public-private partnership strategies; provide assured cost-recovery and profit potential for investors through legislation backed energy plans; maximize benefits to communities from new and expanded electrification; optimize the private sector’s ability to bring financing alternatives for energy projects; and sustain strong partnerships with effective communication, well-defined roles and responsibilities, and continuous commitment.
