UN CC:Learn Steering Group Recommends Next Implementation Phase

The Fourth Steering Group Meeting of the UN CC:Learn reviewed progress made during the 2011-2013 pilot phase of the partnership, which brings together 33 organizations in support of the design and implementation of climate change learning.

UN CC:Learn3 October 2013: The Fourth Steering Group Meeting of the UN CC:Learn reviewed progress made during the 2011-2013 pilot phase of the partnership, which brings together 33 organizations in support of the design and implementation of climate change learning.

Representatives from Benin, the Dominican Republic, Indonesia, Malawi and Uganda, the five UN CC:Learn pilot countries, and 12 UN organizations endorsed future implementation in three areas: knowledge-sharing and management; One UN training on climate change; and national projects. Participants also recommended including five additional countries in the next implementation phase.

The Steering Group supported including multiple actors in the development of national climate change learning strategies. They recommended UN Country Teams (UNCTs) participate in the early stages of strategy development to ensure approaches comply with the 2005 Paris Declaration on Aid Effectiveness. They emphasized the added value of engaging finance and planning authorities for climate budgeting and expenditure reviews.

On climate change training, participants recognized the benefits of engaging local institutions in both national implementation and evaluation. They welcomed an e-tool for advanced climate change learning. Participants also highlighted the education sector’s role in addressing medium and long-term climate challenges. Representatives from the Dominican Republic, Malawi and Uganda reported that their countries are reviewing national education curriculums.

Participants discussed challenges in implementing national strategies, including mobilizing sufficient financing, understanding climate finance architecture and defining indicators to evaluate progress. They recommended up-scaling country support in line with Article 6 (education, training and awareness) of the UNFCCC.

The steering group met from 2-3 October 2013, in Geneva, Switzerland. Participating UN agencies included UN Institute for Training and Research (UNITAR); the International Fund for Agricultural Development (IFAD), the International Labour Organization (ILO), the International Telecommunication Union (ITU), the UN Development Programme (UNDP), the UN Economic Commission for Africa (UNECA), the UN Educational, Scientific and Cultural Organization (UNESCO), the UN Children’s Fund (UNICEF), the UN International Strategy for Disaster Reduction (UNISDR); the World Bank Institute; the World Meteorological Organization (WMO); and the UNFCCC Secretariat.
