18 November 2009: The third EU-Russia Summit, which met in Stockholm, Sweden, on 18 November 2009, addressed climate change and energy among its priorities.

At the concluding press conference, Russian President Dmitry Medvedev declared that Russia will reduce its emissions by 25% from 1990 levels. Russia had previously said it would reduce its emissions by 10-15% by 2020. Swedish Prime Minister Fredrik Reinfeldt noted agreement between the EU and Russia on the two-degree target and the need for emissions reductions from both developed and developing countries in order to reach it.
Reinfeldt also emphasized the need to strengthen EU-Russia cooperation on climate change, and European Commission President José Manuel Barroso welcomed Russia’s raised ambitions on climate change.
