TEC Presents Recommendations on Linkages between Technology, Financial Mechanisms of UNFCCC

The UNFCCC Secretariat has published a document containing recommendations of the Technology Executive Committee (TEC) on the linkages between the Technology Mechanism and the Financial Mechanism of the Convention.

UNFCCC21 October 2014: The UNFCCC Secretariat has published a document containing recommendations of the Technology Executive Committee (TEC) on the linkages between the Technology Mechanism and the Financial Mechanism of the Convention.

At its eighth meeting, held in March 2014, the TEC discussed and agreed on its approach in preparing its recommendations on the linkages between the two mechanisms; initiated discussions on the nature of the linkages and the elements of possible recommendations for consideration by the Conference of the Parties (COP); and agreed on a number of follow-up activities to further advance this work intersessionally. These activities included the preparation of an internal value proposition paper summarizing the work of the TEC of relevance to the Financial Mechanism and the organization of a thematic dialogue on climate technology financing that aimed to identify possible linkages between the mechanisms.

In drafting recommendations on the linkages, the TEC drew upon: recent relevant COP decisions related to institutional arrangements; modalities on linkages with other relevant institutional arrangements under and outside of the Convention; existing institutional linkages between the two mechanisms; outcomes of consultations with other relevant institutional arrangements under the Convention; and outcomes of the thematic dialogue on climate technology financing.

The documents contain recommendations on inputs into the decision-making process of the Financial Mechanism’s operating entities, including the Standing Committee on Finance (SCF), the Global Environment Facility (GEF) and the Green Climate Fund (GCF); and on inputs by the operating entities of the Financial Mechanism into the decision-making process of the TEC in the areas of: technology needs assessments (TNAs) and climate technology financing, such as reviewing TNAs; technology action plans and project ideas; progress in implementing TNAs; participation in relevant thematic dialogues; and preparation of TEC briefs on climate technology financing. It also provides TEC recommendations on linkage modalities between the two mechanisms.
