According to the Stockholm Secretariat, the documents were developed in response to parties' requests for guidance in obtaining information on the presence of POPs widely used for industrial purposes, and contained in articles.
The development and piloting of the guidance documents was funded by the GEF, as part of a project implemented by UNIDO and UNITAR.
October 2012: The Stockholm Convention on Persistent Organic Pollutants (POPs) Secretariat has released guidance documents pertaining to “new POPs” added to the Convention in 2009. The guidance documents are intended to provide a resources to parties as they update their National Implementation Plans (NIPs) under the Convention, to incorporate the newly-listed chemicals.

The development and piloting of the guidance documents was funded by the Global Environmental Facility (GEF), as part of a project implemented by the UN Industrial Development Organization (UNIDO) and the UN Institute for Training and Research (UNITAR).
New guidance documents include: guidance for the inventory of perfluorooctane sulfonic acid (PFOS) and related listed chemicals; guidance on best available techniques (BAT) and best environmental practices (BEP) for the use of PFOS and related listed chemicals; guidance for the inventory of polybrominated diphenyl ethers (PBDEs); and guidance on BAT and BEP for the recycling and waste disposal of articles containing PBDEs.
