29 January 2013: The Partnership on Sustainable, Low Carbon Transport (SLoCaT) has issued an open letter to the UN High-level Panel (HLP) on the Post-2015 Development Agenda. The letter urges the inclusion of sustainable transportation in the HLP’s recommendations, and summarizes strategies for increasing sustainable transportation.

On the importance of sustainable transportation infrastructure, the letter identifies the poverty eradication and social development dimensions. It calls for sustainable transport in the HLP recommendations in order to enhance “the successful development and adoption of enabling national and local level policy and financing frameworks in aid of the scaling up of tested sustainable transport solutions.”

On strategies for increasing sustainable transportation, the letter suggests an “Avoid-Shift-Improve” approach which: improves access to jobs, goods and services while enabling users to avoid economically unproductive and environmentally undesirable motorized trips; shifts the transport of goods and persons to the most efficient mode; and improves the efficiency and environmental performance of vehicle and fuel technologies.

The letter also summarizes the sustainable transportation activities undertaken or supported by by SLoCaT, including the: implementation of 16 UN Conference on Sustainable Development (UNCSD, or Rio+20) Voluntary Commitments on knowledge management, capacity development and finance for sustainable transport; and development of the UN Secretary-General’s Action Plan on Sustainable Transport.

SLoCaT is a voluntary multi-stakeholder initiative that contributes to the implementation of Agenda 21, Rio+5 and the Johannesburg Plan of Implementation (JPOI). [SLoCaT Press Release]
