SBSTA Chair Provides Information on Systematic Observation Negotiations

The Chair of the UNFCCC Subsidiary Body for Scientific and Technological Advice (SBSTA), Lidia Wojtal (Poland), has released an information note to guide Parties in their preparation for the agenda item on research and systematic observation at the 43rd session of the body.

The note explains the various documents related to the SBSTA's deliberations on systematic observation and outlines possible elements of conclusion text.

UNFCCC12 November 2015: The Chair of the UNFCCC Subsidiary Body for Scientific and Technological Advice (SBSTA), Lidia Wojtal (Poland), has released an information note to guide Parties in their preparation for the agenda item on research and systematic observation at the 43rd session of the body. The note explains the various documents related to the SBSTA’s deliberations on systematic observation and outlines possible elements of conclusion text.

According to the note, the goal of SBSTA 43 on this agenda item is to “determine further action, with the aim of strengthening observations in order to better serve emerging needs under the Convention,” taking into account reports submitted by observer organizations on the Global Climate Observing System (GCOS), global observations by space agencies, and the Global Framework for Climate Services (GFCS).

The information note presents the key findings from these reports, highlighting areas of progress in particular. Chair Wojtal then suggests possible guidance Parties may wish to propose to the relevant organizations, such as inviting: GCOS to explore the potential of new information systems and broaden its scope to include environmental cycles; the Committee on Earth Observation Satellites (CEOS) to coordinate efforts in the satellite community to monitor greenhouse gases (GHGs) and co-emitted species; and the UNFCCC Secretariat to work with partners to use case studies of best practices to inform adaptation and mitigation under the Convention.
