Report Proposes 11 “Bellagio Goals” for Post-2015 Agenda

The Centre for International Governance Innovation (CIGI) and the Korea Development Institute (KDI) published a special report, titled “Post-2015 Development Agenda: Goals, Targets and Indicators,” to inform the post-2015 development agenda.

The report proposes 11 potential “Bellagio Goals” that would share a global approach while allowing nations to define individual national targets.

19 October 2012: The Centre for International Governance Innovation (CIGI) and the Korea Development Institute (KDI) have proposed 11 goals for the post-2015 development agenda, as well as potential indicators and targets for each goal. The report advocates for “one-world” goals that apply to both rich and poor nations through a two-track structure of global and national targets. Under this approach, each nation would set its own targets based on its national context.

The report, titled “Post-2015 Development Agenda: Goals, Targets and Indicators,” recommends that future goals “move beyond meeting basic humans needs” to promote dynamic, inclusive and sustainable development. The 11 “Bellagio goals” are: inclusive growth; food and water; education and skills; health; gender equality; environmental sustainability; security; resilient communities; infrastructure; civil and political rights; and global governance. The proposed goals are based on the Millennium Declaration principles and the UN Conference on Sustainable Development (UNCSD, or Rio+20) Outcome Document.

Stressing that all goals and targets should have indicators to track progress, the report recommends that indicators, inter alia: be accessible to the general public; measure outputs rather than inputs; be broad and summative rather than narrow; and provide intermediate milestones of progress.

On resilience, the report proposes global goals and targets based on measurement of either economic loss or mortality suffered because of the impact of natural hazards on vulnerable populations and assets. The report recommends further research on measuring progress on disaster risk reduction (DRR) and resilience.

On environmental sustainability, the report describes debates on defining the goal, including whether to mainstream environmental sustainability across all goals and the central role of energy, and stresses the challenge of establishing comprehensive indicators. The report proposes starting with indicators on biodiversity, climate change, energy and other planetary thresholds.

The proposed goals are based on discussions held in Bellagio, Italy in 2011 and subsequent regional consultations in Beijing, China; Mumbai, India; Paris, France; Pretoria, South Africa; Rio de Janeiro, Brazil; and Seoul, Republic of Korea. CIGI and KDI presented the report to UN officials working on the post-2015 development agenda in November 2012, including the lead author of the UN Secretary-General’s High Level Panel (HLP) on the topic.
