Regional Dialogues on NDC Implementation Launched

In the lead-up to the Marrakesh Climate Change Conference, a number of international partners and national governments are holding discussions on the next steps toward implementation of climate action plans, known as nationally determined contributions (NDCs) under the Paris Agreement.

The first of these dialogues took place from 19-21 July 2016, in San José, Costa Rica, and analyzed Latin American and Caribbean NDCs.

regional_dialogue19 July 2016: In the lead-up to the Marrakesh Climate Change Conference, a number of international partners and national governments are holding discussions on the next steps toward implementation of climate action plans, known as nationally determined contributions (NDCs) under the Paris Agreement. The first of these dialogues took place from 19-21 July 2016, in San José, Costa Rica, and analyzed Latin American and Caribbean NDCs.

During the 22nd session of the Conference of the Parties to the UNFCCC (COP 22), which will take place in November in Marrakesh, Morocco, countries will address the transition from commitments to action, including enabling developing countries to carry out their NDCs. To prepare for COP 22, the Latin American/Caribbean dialogue considered tools and ideas that can assist in national implementation, identifying key technical and institutional issues that hamper climate action.

Representatives from Costa Rica, Mexico, Paraguay, Colombia, the Bahamas and Chile, presented their countries’ experiences with implementing NDCs, including adaptation components. Presentations also covered accounting considerations under the new climate regime, transparency and monitoring of NDCs, assessing costs and developing funding strategies.

The dialogues are being organized by the UN Development Programme (UNDP), the International Partnership on Mitigation and MRV (measurement, reporting and verification), the UNFCCC Secretariat, the World Bank’s Partnership for Market Readiness (PMR) and the German International Cooperation Agency (GIZ). The Governments of Australia, Austria, Belgium, France, Germany, Japan, Norway, the UK and the US, as well as the European Commission (EC) are providing support for the dialogues.

Noting UNDP played a significant role in helping countries prepare their NDCs in 2015, Yamil Bonduki, UNDP Team Leader for the Low Emission Capacity Building (LECB) Programme, explained that, “in doing so, our goal was to assist countries make sure that these NDCs were realistic and achievable, as well as linked to development priorities.” He added that looking forward, the likely focus of COP 22 will be “to help turn these targets into action on the ground.”

The next regional dialogues will be hosted in Africa (September), Asia and Eastern Europe (October) and the Pacific (December).
