13 December 2008: The UN Climate Change Conference concluded early in the morning on 13 December 2008, in Poznań, Poland, with a clear commitment from governments to shift into full negotiating mode next year in order to shape an international response to climate change.

Based on their agreement at the 2007 Bali Climate Change Conference,
governments are aiming to reach agreement on new emission reduction
commitments during the 15th session of the Conference of the Parties to
the UNFCCC, which is now scheduled to take place in Copenhagen,
Denmark, from 7-18 December 2009.
Progress achieved during the Poznań talks includes the resolution of
the issue of the legal capacity of the Adaptation Fund Board, agreement
on the Poznań Strategic Programme on Technology Transfer, and
advancement in discussions on reducing emissions from deforestation and
forest degradation (REDD) and the Least Developed Countries Fund.
However, no positive outcome was reached on the share of proceeds issue
in the group considering the second review of the Protocol under
Article 9. Referring to the ministerial round table on a shared vision
for long-term cooperative action on climate change held during the
Conference, Yvo de Boer, UNFCCC Executive Secretary, noted that
governments “have sent a strong political signal that despite the
financial and economic crisis, significant funds can be mobilized for
