POPRC-11 Recommends Listing decaBDE, Advances Work on SCCPs, PFOA

The 11th meeting of the Persistent Organic Pollutants Review Committee (POPRC-11) to the Stockholm Convention on Persistent Organic Pollutants (POPs) decided to recommend one chemical for listing the Convention's Annex A, advanced one chemical to the risk management evaluation (RME) preparation stage and another to the draft risk profile (DRP) preparation stage, and set out intersessional work on two others.

Stockholm Convention POPs23 October 2015: The 11th meeting of the Persistent Organic Pollutants Review Committee (POPRC-11) to the Stockholm Convention on Persistent Organic Pollutants (POPs) decided to recommend one chemical for listing the Convention’s Annex A, advanced one chemical to the risk management evaluation (RME) preparation stage and another to the draft risk profile (DRP) preparation stage, and set out intersessional work on two others. The Committee met on 19-23 October 2015, in Rome, Italy.

The Committee adopted the RME for decaBDE (commercial mixture, c-decaBDE), a brominated flame retardant, and recommended to the Convention’s Conference of Parties (COP) to consider listing decaBDE (BDE-209) of c-decaBDE in Annex A to the Convention, with specific exemptions for some critical spare parts, to be defined, for the automotive and aerospace industries, and possibly for some uses by small- and medium-sized enterprises (SMEs) in the textile industry.

POPRC-11 agreed, by consensus, to advance short-chained chlorinated paraffins (SCCPs) to the Convention’s Annex F (preparation of an RME), nine years after agreeing that the compound meets the Annex D screening criteria. It also agreed that screening criteria had been fulfilled for pentadecafluorooctanoic acid (PFOA), so it can proceed to the DRP stage.

The Committee could not agree regarding dicofol, so it deferred a decision on its DRP until POPRC-12.

POPRC-11 also discussed the request by the seventh meeting of the Stockholm Convention COP (COP-7), held in May 2015, to further evaluate new information on a possible Annex C listing for unintentional releases of hexachlorobutadiene (HCBD), and decided to create an intersessional working group to further evaluate the question.
