Next Round of Climate Change Negotiations Opens in Bonn

Negotiations under the UN Framework Convention on Climate Change (UNFCCC) opened in Bonn, Germany, on 1 June 2015, to continue work on the text of the Paris 2015 universal climate agreement and on the most effective ways to raise climate action before 2020.

During the conference, which continues until 11 June 2015, the 42nd sessions of the Subsidiary Body for Implementation (SBI 42) and the Subsidiary Body for Scientific and Technological Advice (SBSTA 42) and the ninth part of the second session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP 2-9) will convene.

During the opening, Laurent Fabius, French Foreign Minister and 21st session of the Conference of the Parties (COP 21) President, emphasized “the dual banner of sustainable development and climate action,” evoking “the collective responsibility to define an international framework of action which reconciles the legitimate aspiration of all to prosperity with the natural limitations of our planet.” He observed,“We will not win the fight for development and poverty eradication without winning the climate fight.”

Textual negotiations in Bonn will be based on the official text produced by Parties at ADP 2-8 held in Geneva, Switzerland, in February 2015. The negotiating text covers the substantive content of the new agreement including mitigation, adaptation, finance, technology, capacity building and transparency of action and support.

Work on identifying ways to scale up climate ambition pre-2020 will take place in a series of Technical Expert Meetings (TEMs). These meetings will take forward similar discussions from 2014 and will focus on scaling up renewable energy supply and energy efficiency in urban areas.

Among climate events planned for the Bonn climate conference, the Climate Action Fair will be held by the UNFCCC Secretariat, together with its partners from businesses and the private sector, to showcase action already taking place on the ground. Activities surrounding the TEMs and the Climate Action Fair are also in support of the Lima-Paris Action Agenda, which is designed to demonstrate climate action among cities, regions, companies and investors, including those under international cooperative initiatives.
