Mitigation Partnership Considers Information Accompanying NDCs

At its 13th meeting, the International Partnership on Mitigation and Monitoring, Reporting and Verification (MRV) discussed which types of information should accompany UNFCCC Parties' nationally determined contributions (NDCs) in the context of a 2015 agreement.

MRV11 March 2014: At its 13th meeting, the International Partnership on Mitigation and Monitoring, Reporting and Verification (MRV) discussed which types of information should accompany UNFCCC Parties’ nationally determined contributions (NDCs) in the context of a 2015 agreement.

The workshop was organized on the sidelines of the fourth meeting of the second session of the Ad Hoc Working Group on the Durban Platform for Enhanced Action (ADP 2-4), which was held from 10-14 March 2014, in Bonn, Germany. The event brought together 70 partners from 34 countries. Mexico and the US presented on ex-ante information related to the actions they have taken toward their 2020 emission reduction targets (30% below the business as usual scenario and 17% reductions from 2005 levels, respectively). Their experiences indicated that bottom-up approaches to meeting national targets need to be complemented and informed by top-down approaches. Using the input from Mexico and the US, the partners discussed the utility of transparent ex-ante (upfront information) and ex-post (inventory data) in building trust in climate change negotiations.

The Partnership has also outlined its programme of activities for 2014. On capacity building and knowledge management, a webinar on national systems for MRV for the African Regional Group and a workshop on MRV for Nationally Appropriate Mitigation Actions (NAMAs) for the Latin American Regional Group have already been completed. The Asian Regional Group will be launched at the first Asian Regional Workshop in July 2014, in Seoul, Republic of Korea.

In addition, two opportunities for training will be offered through the Partnership later this year, namely a NAMA e-learning course and a summer school on MRV elements of national contributions, to be held in the Dominican Republic in September 2014. In cooperation with the Low-Emission Capacity Building (LECB) Programme, the Partnership is also conducting research on good practices for NAMAs, Low Emission Development Strategies (LEDS) and MRV. The results of this research will be presented at the Bonn Climate Change Conference in June 2014.

The Partnership, launched within the framework of the Petersberg Climate Dialogue by South Africa, the Republic of Korea and Germany in May 2010, supports a practical exchange on mitigation-related activities and MRV between developing and developed countries. Future meetings of the Partnership will take place on the margins of the 40th sessions of the UNFCCC Subsidiary Bodies in Bonn, Germany, in June 2014, and at the 20th session of the Conference of the Parties (COP 20) to the UNFCCC in November-December 2014.
