Kenya Submits INDC

The UNFCCC Secretariat has announced that Kenya has formally submitted its intended nationally determined contribution (INDC), which sets out a greenhouse gas (GHG) emissions reduction target of 30% by 2030 compared to a business-as-usual (BAU) scenario of 143 megatons of carbon dioxide equivalent (MtCO2-eq).

Kenya is the 49th Party to submit its INDC.

Kenya Flag23 July 2015: The UNFCCC Secretariat has announced that Kenya has formally submitted its intended nationally determined contribution (INDC), which sets out a greenhouse gas (GHG) emissions reduction target of 30% by 2030 compared to a business-as-usual (BAU) scenario of 143 megatons of carbon dioxide equivalent (MtCO2-eq). Kenya is the 49th Party to submit its INDC.

The INDC covers all sectors, with a focus on reducing emissions of carbon dioxide (CO2), methane (CH4) and nitrous oxide (N2O). Among the mitigation activities outlined are: decarbonizing the transport sector; afforestation and reforestation; expanding geothermal, solar and wind energy production; increasing energy and resource efficiency; and developing sustainable waste management systems. The Party does not rule out the possibility of using international market-based mechanisms, with agreed accounting rules, to meet its target.

Kenya further explains that its target is subject to “international support in the form of finance, investment, technology development and transfer, and capacity building.” It adds that an estimated US$40 billion, to be sourced from both domestic and international resources, will be needed for mitigation and adaptation through 2030.

On adaptation, the INDC describes priority actions across 17 sectors. Actions include, inter alia: enhancing resilience of energy systems; climate proofing infrastructure; enhancing climate information systems; developing social safety nets and insurance schemes for the most vulnerable groups; and mainstreaming climate change adaptation into the water sector.

All Parties to the UNFCCC are expected to submit INDCs in advance of the Paris Climate Change Conference, which will take place in November-December 2015. Those submitted by 1 October 2015 will be included in a synthesis report on their aggregate effect by 1 November 2015.
