January 2013: The International Renewable Energy Agency (IRENA) has published a call for proposals on “Renewable Energy Technologies Deployment and Migratory Species.”

Prepared in collaboration with the Secretariats of the Convention on the Conservation of Migratory Species of Wild Animals (CMS) and of the African Eurasian Waterbird Agreement (AEWA), the Request for Proposals contains a letter of invitation; instructions to proposers; terms of reference (ToR) including technical evaluation criteria; a proposal submission form; documents establishing the eligibility and qualifications of the proposer; a technical proposal form; a financial proposal form; and general terms and conditions.

According to the ToR, the goal of the consultancy is to assess existing and potential occurrence and magnitude of the conflict between migratory animals and renewable energy technologies deployment in the fields of: biomass energy production; geothermal energy; hydro-power; ocean energy; solar; and wind energy developments on land and at sea. The implementing agent will also be expected to highlight possible positive impacts on migratory species, and draw up guidelines where applicable and outline on those developed in other frameworks on the possible avoidance and/or mitigation measures that can be undertaken.
