IPPC Adopts New Strategic Framework and Resource Mobilization Strategy

The Commission on Phytosanitary Measures, the Governing Body of the International Plant Protection Convention (IPPC) held its seventh meeting at FAO headquarters.

It adopted, among other decisions, the IPPC Strategic Framework 2012-2019 and a resource mobilization strategy, and established a Capacity Development Committee.

IPPC26 March 2012: At its seventh session, the Commission on Phytosanitary Measures (CMP 7) adopted, among other decisions: the IPPC Strategic Framework 2012-2019; a resource mobilization strategy; six International Standards for Phytosanitary Measures (ISPMs); as well as a number of institutional and procedural decisions. The CMP is the Governing Body of the International Plant Protection Convention (IPPC).

The Strategic Framework 2012-2019 outlines four strategic objectives: protecting sustainable agriculture and enhancing global food security through preventing pest spread; protecting the environment, forests and biodiversity from plant pests; facilitating economic and trade development through harmonized scientifically-based phytosanitary measures; and developing member capacities to achieve these objectives.

The resource mobilization strategy aims at making adequate resources available to implement the Strategic Framework, including through the creation of a Financial Committee, as well as the development of communication and information strategies to improve access to resources.

CMP 7 also: adopted six ISPMs; established the Capacity Development Committee; discussed the further development of an electronic certification system as high priority; and celebrated the IPPC’s 60th anniversary.
