June 2014: The International Partnership on Mitigation and measuring, reporting and verification (MRV) and the UN Development Programme (UNDP) Low Emission Capacity Building (LECB) Programme released an analysis of 21 examples of good practices in low-emission development strategies (LEDS), Nationally Appropriate Mitigation Actions (NAMAs) and MRV. The results demonstrate feasible and effective mitigation actions being implemented around the world.

In carrying out the ‘Global Good Practice Analysis,’ as the initiative is known, the Partnership and LECB Programme hoped to foster peer-to-peer learning, document lessons learned and demonstrate which ambitious mitigation policies are technologically and financially viable. The programme analyzed LEDS, NAMAs and MRV in 21 different countries, focusing on, inter alia: barriers and strategies to overcome them; circumstances; involved institutions; financial modeling; mitigation impacts; co-benefits; coordination mechanisms; prioritization procedures; quantification methodologies; learning processes; and favorable conditions for replication of successful practices.

The case studies include: the Republic of Korea’s emission trading system (ETS); NAMA prioritization in Lebanon; gender assessment in NAMA and LEDS design in Bhutan; and payment for ecosystem services (PES) schemes in Costa Rica. On the Partnership’s website, the results can be filtered by region, country, sector, activity, barriers and good practice criteria.

The International Partnership, launched within the framework of the Petersberg Climate Dialogue by South Africa, the Republic of Korea and Germany in May 2010, supports a practical exchange on mitigation-related activities and MRV between developing and developed countries. Ecofys, the Energy Research Center of the Netherlands (ECN), INCAE Business School and The Energy and Resources Institute (TERI) contributed to the analysis.
