27 June 2014: The 14th informal meeting of the International Partnership for Mitigation and MRV provided a forum for an exchange of views on the goal, purpose and process of a consideration or analysis phase for intended nationally determined contributions (INDCs) to the 2015 agreement, as well as to obtain a common understanding of where things stand on the issue.

The meeting convened on the sidelines of the UN climate talks in Bonn, Germany, on 9 June 2014. The session was co-chaired by Alf Wills, South Africa, and Karsten Sach, Germany, bringing together about 50 participants from 28 countries, as well as representatives from institutes and organizations.

During the meeting, attendees said the consideration phase of INDCs would contribute to clarity, transparency and understanding of INDCs and increase ambition. The first phase is expected to differ from a potential regular review and ratchet-up mechanism under the new agreement. Participants also discussed equity issues, as well as whether the scope of the INDCs should include adaptation and financing, technology transfer and capacity building.

The Partnership created a space for informal and frank exchange in order to deliver input for the work on pre- and post-2020 contributions/commitments.

Participants also heard presentations on partnership activities in the areas of knowledge transfer and capacity building through workshops and publications. The next Partnership meeting will convene in October 2014.
