10 April 2019: The International Land Coalition has launched the Global Land Governance Index (LANDex), a monitoring tool that promotes common indicators and methodologies to support people-centered land governance. The launch of the tool, which tracks 33 land-related indicators, was preceded by field testing in Senegal, Nepal and Colombia.

The launch event took place on 28 March 2019, on the sidelines of the World Bank Land and Poverty Conference in Washington, DC, US.

An evolution of the International Land Coalition’s (ILC) Dashboard, LANDex was developed to monitor ten land governance commitments made by members of the network. LANDex aims to support decision making by rating progress achieved across the ten policy areas and identifying areas that require more policy intervention or focus.

During the launch event, findings from the Senegal pilot study were presented, highlighting experience in using the LANDex platform and related PRIndex tool, which collects data on perceptions of property rights. Researchers reported that analysis had found progress across most land governance indicators, with the exception of strong small-scale farming systems and protection of land rights defenders.

The online LANDex platform seeks to contribute to three core objectives: putting people at the center of land data; democratizing land monitoring; and building a data ecosystem where all voices can be heard. The interactive platform enables users to upload data, and provides an aggregated global score of progress in achieving the ten commitments. The ten commitments of the International Land Coalition are: 1) secure tenure rights; 2) strong small-scale farming systems; 3) diverse tenure systems; 4) equal land rights for women; 5) secure territorial rights for indigenous people; 6) locally managed ecosystems; 7) inclusive decision making; 8) transparent and accessible information; 9) effective actions against land grabbing; and 10) protection of land rights defenders.
