Informals Continue on Finance, APA at COP 23: 16 November Highlights

The COP Presidency chaired a joint COP/CMP contact group on matters relating to finance, to discuss outstanding issues and the way forward.

Parties agreed to forward the draft decision of the GCF to the COP for consideration.

16 November 2017: The UN Climate Change Conference in Bonn, Germany, continued on Thursday, 16 November 2017. Contact groups and informal consultations under the Conference of the Parties (COP) and the COP serving as the meeting of the Parties to the Kyoto Protocol (CMP) convened during the day. Throughout the day, the COP Presidency conducted consultations on several outstanding issues, and the joint high-level segment continued.

A joint COP/CMP contact group on matters relating to finance was chaired by the COP Presidency to discuss outstanding issues and the way forward. On matters relating to the Standing Committee on Finance (SCF), the Presidency will continue bilateral consultations. The G-77/China called on the Presidency to ensure bilateral consultations both with the G-77/China as a whole, and with the main G-77/China sub-groups. It was also proposed that informal consultations continue on information for Agreement Article 9.5 (ex-ante finance transparency). China pointed out linkages between the sub-item on Article 9.5 and ongoing discussions ongoing under the Ad Hoc Working Group on the Paris Agreement (APA). The Like Minded Developing Countries (LMDCs) said that progress on Agreement Article 9.5 depends on consultations in the APA, and asked whether it is useful to proceed until Parties are ready to engage in consultations. Consultations continued at a heads-of-delegation level.

During joint COP/CMP informal consultations on the report of, and guidance to, the Global Environment Facility (GEF), Parties agreed to a paragraph requesting the GEF continue implementing its established policies for grants and concessional funding in its seventh replenishment period (GEF 7), in support of all developing countries. Discussions continued in informal informals.

During joint COP/CMP informal consultations on the report of, and guidance to, the Green Climate Fund (GCF), Parties briefly discussed a paragraph in revised draft decision text requesting the GCF Board ensure that all developing country Parties have access to all financial instruments available through the GCF. Parties also discussed, but did not agree to, adding a paragraph requesting the GCF to report to the COP on the activities of initiatives that the trustee is taking to promote alignment of GCF with the Paris Agreement on climate change. Parties agreed to forward the draft decision to the COP for consideration.
