The International Labour Organization (ILO) has issued a concept note on employment in the post-2015 development agenda, suggesting that special efforts should be made to improve the quality of labor market statistics and to involve social partners in the design and monitoring of new policies.
May 2013: The International Labour Organization (ILO) has issued a concept note on employment in the post-2015 development agenda, suggesting that special efforts should be made to improve the quality of labor market statistics and to involve social partners in the design and monitoring of new policies.
The concept note, titled ‘Jobs and Livelihoods in the Post-2015 Development Agenda: Meaningful Ways to Set Targets and Monitor Progress,’ sets out the scale of the global employment challenge over the next two decades, and reviews options for global goals, national targets and statistical indicators.
The authors assert that employment figures alone are not an adequate benchmark for targeting and monitoring progress on job creation, poverty reduction and development. They propose post-2015 targets that would measure progress in: creating better jobs and livelihoods, especially for the most vulnerable; increasing the participation of women and youth in employment; and providing or improving coverage and levels of social protection floors.
Suggested indicators include “working poverty” rates, agricultural indicators, and the share of informal employment within total employment figures, among several others. [ILO webpage on post-2015 development agenda] [IISD RS Sources]
