ILC Reviews Voluntary Guidelines on Tenure, Framework on Land Policy in Africa

In an effort to help practitioners understand and apply two internationally endorsed frameworks, the Framework and Guidelines on Land Policy in Africa and the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), the International Land Coalition (ILC) has created a guide that explores the complementarities and differences among the frameworks.

FAO12 June 2014: In an effort to help practitioners understand and apply two internationally endorsed frameworks, the Framework and Guidelines on Land Policy in Africa (F&G) and the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT), the International Land Coalition (ILC) has created a guide that explores the complementarities and differences among the frameworks.

‘Benchmarks for Land Governance in Africa’ provides guidance to help nations develop and implement land governance reforms. The report stresses that while voluntary, both instruments have been vetted by diverse stakeholders and endorsed by African governments at a high level. The analysis describes the broad focus of the F&G on why land policy is important and how it can be addressed, and compares this to the VGGT, which focuses on what land policy should look like.

It describes common messages related to human rights, equity, non-discrimination, gender equality, land values, customary tenure, decentralization and large-scale investment, among other topics. Finally, the report outlines resources for implementation and the roles of various stakeholders in policy change, including members of the public, policy makers, NGOs, customary leaders, journalists, academics and businesses.
