November 2010: The International Food Policy Research Institute (IFPRI) has produced a review of evidence and options on the role of intellectual property rights (IPR) on private investment in research and productivity growth in agriculture in India.The paper also asks whether emerging IPR regimes are contributing to food security. The report highlights that the main reasons for maize and pearl millet yield growth were the combination of public policies encouraging private investment in the seed industry during the 1980s, public investment in hybrid breeding programs, and biological IPRs to encourage the private sector.
