April 2010: The International Food Policy Research Institute (IFPRI) has released a brief that focuses on how the poor can adapt to climate change and participate in mitigation practices.

The brief was written by the Consultative Group on International Agricultural Research (CGIAR) Systemwide Program on Collective Action and Property Rights (CAPRi), whose secretariat is housed within IFPRI. Titled “The Role of Collective Action and Property Rights in Climate Change Strategies,” the paper discusses governance of mitigation and adaptation strategies, their spatial and temporal dynamics, and their required level of coordination. It highlights the need to ensure that climate change policies: recognize the importance of collective action for successful mitigation and adaptation strategies; ensure that tenure insecurity does not exclude the poor from engaging in mitigation or adaptation strategies; and consider various levels of governance in designing mitigation and adaptation strategies.[The Policy Brief]
