The review, entitled “IEA Energy Policies Review: The European Union–2008,” recommends that the EU: pursue implementation of its climate and energy package while increasing energy efficiency throughout all sectors of the economy; ensure that European energy markets are open, transparent and competitive; and urgently increase spending for energy research and development (R&D).
